AUCTION NOTICE

The Chief Controller, Rajiv Gandhi Centre for Bio-Technology (RGCB), Thiruvananthapuram invites sealed tenders for disposal of the cut earth (surplus earth) collected/available at the RGCB, BIC campus, Akkulam, Thiruvananthapuram. The sealed tenders along with the required earnest money deposit will be received at the office of the Chief Controller in person till the specified date, time, and place as below. The Chief Controller or any other officer authorized by him shall conduct the public auction.

Those who wish to participate in the public auction in person must be present at the venue and participate in the auction after depositing the required earnest money. After recording the highest bid and the name of the bidder in the public auction, all the sealed tenders received shall be opened in the presence of all bidders. Whoever quotes the highest bid among the sealed tenders and the public auction together shall be declared as the highest bidder and the auction shall be fixed in favour of the highest bidder.

The earnest money deposits of the unsuccessful bidders will be refunded immediately after the auction. The full amount of the auction including 18% GST shall be remitted by the highest bidder within two working days of the public auction. The work order to remove the cut earth shall be issued by RGCB thereafter. Upon receiving the work order from RGCB, the highest bidder should approach the Departments of Mining & Geology and the Department of Revenue for requisite permissions and for remitting the royalty and seignorage charges. The cut earth must be removed from the RGCB BIC Akkulam campus within 60 (Sixty) days of receiving the work order. The time allotted for removing the cut earth will not be extended for any reason. The transportation of the earth should be undertaken after following all norms as prescribed by the Pollution Control Board/Department of Revenue/Department of Mining & Geology. RGCB shall not be responsible for any breach of the norms by the successful bidder.

Failure to start and complete the work before the specified dates mentioned in the work order will result in the auction being cancelled and re-auctioned. The bidder shall not be entitled to any objection to the same. The bidder shall be responsible for all damages incurred to the RGCB while removing the cut earth. The damages incurred are to be remitted to RGCB by the bidder, if not remitted the amount for the damages so incurred will be deducted from the security deposit of the successful bidder. The competent authority of RGCB shall have the power to postpone or cancel the auction without assigning any reason thereof. Further information about the public auction can be obtained from the office of the Chief Controller, Rajiv Gandhi Centre for Biotechnology, Thiruvananthapuram during working hours on all working days.
